Simple ang maikling sagot: 21 years old pataas.
This guide sets out who may and may not gamble in the Philippines, where the rules come from, how age checks work online, and what parents should know. It isn't legal advice. For help with gambling problems, see our responsible gambling page.

Ang minimum age: 21
Under PAGCOR's rules, which draw on its charter (Presidential Decree 1869 as amended by Republic Act 9487), persons under 21 years of age are not allowed to play in casinos or gaming venues, and the same restriction applies to online gaming platforms PAGCOR regulates. For online accounts, a prospective player must be at least 21 at the time of registration.
That's higher than the general age of majority in the Philippines, which is 18. You can vote, sign contracts and marry at 18, but you can't legally gamble in PAGCOR-regulated games until 21.
Sino pa ang bawal maglaro, kahit 21 na?
PAGCOR's Responsible Gaming Code of Practice and its regulatory framework list several groups who may not enter gaming venues or play on online gaming platforms:
- Persons under 21.
- Students of any school, college or university in the Philippines, regardless of age. A 23-year-old graduate student is covered.
- Government officials and employees. The traditional rule covers officials connected directly with government operations. A Civil Service Commission policy extends the prohibition to officials and employees of national government agencies, local government units, state and local universities and colleges, and government-owned or -controlled corporations with original charters. Even being present in a gaming venue is prohibited except on official duty.
- Members of the Armed Forces of the Philippines and the Philippine National Police.
- People on PAGCOR's National Database of Restricted Persons, including those who have self-excluded or been excluded at a family member's request.
- Employees of gaming licensees and holders of gaming employment licences, who may not play.
These rules date back decades. A 2001 Malacañang memorandum circular, for example, reiterated that government personnel, uniformed services, and persons under 21 or students may not stay or play in casinos.
Bakit kasama ang mga estudyante?
The student rule surprises many people. Its purpose is protective: students usually depend on family support, have limited income, and are at an age when gambling problems can take hold quickly. For bettors, it means that being a 21-year-old college student doesn't make gambling permitted under PAGCOR's rules. This matters especially for college sports fans: many UAAP and NCAA followers are students.
Paano vine-verify ng mga site ang edad
PAGCOR-licensed online operators must verify players before they can deposit. Under the tightened rules, that means submitting a valid government-issued ID and a real-time selfie. Systems also check players against the restricted persons database. Common accepted IDs include a passport, driver's licence, UMID, PhilSys national ID, PRC ID or postal ID; the exact list depends on the operator.
Fake IDs or using someone else's account breach the operator's terms and can lead to account closure and forfeited funds, as well as possible legal consequences. Our KYC guide explains the verification process in more detail.
Paano naman ang offshore sites na 18+?
Many international sites, including Curaçao-licensed ones, set 18 as their minimum age, because that's the rule in many countries. That doesn't change Philippine norms. For anyone in the Philippines, the clear standard set by Philippine regulation is 21, and we follow it: everything on betgabay.com is for adults 21 and over. Offshore operators are not licensed by PAGCOR and aren't bound by its student or government-employee rules in the same way, but the reasons behind those rules still apply to you.
Cloudbet, for example, is licensed in Curaçao and accepts Philippine players; it is not licensed by PAGCOR. If you choose an offshore site, apply the 21+ standard to yourself, and if you're a student or government employee, don't gamble.
Ang responsibilidad ng operator
Keeping minors and other prohibited persons out isn't only the player's duty. PAGCOR-licensed operators must verify identity before deposits, screen players against the restricted persons database, display age warnings and train staff to spot underage or vulnerable players. Their systems must be able to identify banned players and block registration. When operators fail, PAGCOR can impose sanctions. Reputable offshore operators also run age checks under their own licences, typically before withdrawals if not earlier.
Ano ang mangyayari kung menor de edad ang naglaro?
- Account closure. Operators that discover an underage player close the account. Winnings may be voided under the terms.
- Operator sanctions. PAGCOR can penalise licensees that fail to keep minors out.
- Family and financial harm. Many underage gamblers use parents' cards or e-wallets, leading to large unexpected losses.
For young people, the bigger risk isn't the legal one; it's developing habits that become hard to break.
Iba pang anyo ng sugal at edad
Other gaming in the Philippines has its own rules:
- PCSO games such as lotto are run by the Philippine Charity Sweepstakes Office under its own regulations. Check PCSO's current rules on age.
- Cockfighting in licensed cockpits is governed by Presidential Decree 449 and local ordinances. Online and off-cockpit e-sabong betting remains suspended under Executive Order 9.
- Informal betting such as perya color games, pustahan among friends or group chat pools is often outside any licensing system. Being informal doesn't make it legal or safe.
Gabay para sa mga magulang
Gambling increasingly reaches teenagers through phones, not casinos. Watch for:
- Unexplained charges on cards or e-wallets, or requests for "load" without a clear reason.
- Apps or sites with spinning wheels, crash games, case openings or "color games."
- Talk of "skins," "cases," "odds" or "tips" around esports.
- Membership in Telegram or Facebook groups that share betting links.
- Secrecy about phone use, mood swings tied to games, or borrowing money from friends.
Practical steps:
- Use parental controls and app-store purchase approvals on your child's phone.
- Don't save card details in games or browsers your children use.
- Talk openly about how gambling sites make money: the house edge means the site wins over time.
- Explain that "free" casino-style games and loot boxes can build gambling habits.
- If you think your child has a problem, seek help early. PAGCOR's National Problem Gambling Helpline is (02) 8248-9568.
Para sa mga OFW at bumibisitang Pilipino
If you live abroad, the gambling age where you are may differ: 18 in many countries, 21 in some, and in others gambling is banned outright. PAGCOR's rules govern gaming in the Philippines; abroad, local law applies. When you're back home on vacation, the 21+ rule and other PAGCOR restrictions apply again if you play in the Philippines.

Mga tanong ng mga magulang
"Naglalaro ang anak ko ng casino-style game na walang totoong pera. Delikado ba?"
Social casino games that use only virtual coins aren't gambling in the legal sense, but they teach the same habits: spinning, chasing near-misses and buying coins. Watch spending on in-app purchases and talk about how these games are designed to keep players engaged.
"Paano kung ginamit ng anak ko ang GCash ko para tumaya?"
Contact the e-wallet provider immediately, change your PIN and enable extra security. Talk with your child calmly about what happened. If the amounts are large or the behaviour repeats, consider professional help.
"Normal ba na tumataya ang mga teenager sa esports?"
It's common, but common isn't harmless. Esports betting and skin gambling expose teenagers to real-money losses, often on sites without proper age checks.
Esports, skins at loot boxes
Young gamers often meet gambling through esports: skin betting, case openings and websites that let users stake in-game items. Many of these sites have no licence a Filipino player can verify and may not check ages properly. Items have real-money value, so this is gambling in practice. If you're under 21, or a student, stay away from these sites.
Government employees: ano ang sakop?
If you work for the government, the safest reading is that you should not gamble at all, online or in person. The Civil Service Commission policy covers a broad range of officials and employees, and administrative penalties can apply. Uniformed personnel in the AFP and PNP are also barred. Contractual or job-order workers should check with their agency's HR, since coverage can depend on employment status.
Self-exclusion: isa pang dahilan para ma-ban
Adults can voluntarily ask PAGCOR to bar them from gaming venues and licensed online platforms, and family members can request exclusion for a relative in some circumstances. Once listed, the person is prohibited from playing on PAGCOR-regulated platforms. It's a useful tool for anyone who feels gambling is getting out of control; see our gambling addiction help guide for how to start.
Bakit 21 at hindi 18?
The higher age limit reflects a widely shared concern: young adults are more vulnerable to gambling harm. Research on brain development suggests that impulse control and risk assessment continue maturing into the early twenties, and young adults are more likely to chase losses or believe they can "beat" games of chance. Many are also financially dependent or just starting work. A 21+ rule gives a few more years before legal access, which public health experts generally consider protective. Several other jurisdictions also use 21 for casinos.
Ang advertising rules at mga kabataan
PAGCOR's responsible gaming code requires that gambling ads not be directed at people under 21, not feature anyone who is or appears to be under 21, and not suggest gambling solves financial problems. Ads must carry a 21+ symbol and the "Keep it Fun" responsible gaming message. Out-of-home ads have been banned and broadcast ads restricted during prime time. If you see gambling promotions aimed at teenagers, such as influencers with young audiences pushing casino links, that's a red flag about the site.
Bagong 21? Isang checklist bago ang unang taya
- Check your status. Still enrolled? Working in government? Then the rules say no.
- Set a monthly limit you can lose without affecting bills, savings or family support, and stick to it.
- Learn the house edge. Every casino game and sportsbook market has a built-in advantage for the operator.
- Verify the site's licence before depositing.
- Never borrow to gamble, including from online lending apps.
- Know the warning signs: chasing losses, hiding gambling, gambling to escape stress.
Paano mag-report ng site o promoter na target ang menor de edad
You can report suspicious gambling sites or promoters to PAGCOR through its official channels, and online scams or illegal gambling to the Cybercrime Investigation and Coordinating Center or the PNP Anti-Cybercrime Group. Social media platforms also accept reports about gambling content aimed at minors. Include screenshots, links and dates. If a child has lost money through such a site, report it and contact your bank or e-wallet provider promptly about the transactions.
Mga madalas na maling akala
- "18 na ako, pwede na." Not for PAGCOR-regulated gambling; the minimum is 21.
- "21 na ako pero estudyante, okay lang online." PAGCOR's rules bar students of any age from playing on online gaming platforms it regulates.
- "Hindi naman nila malalaman." KYC with ID and selfie is now required before depositing on PAGCOR-licensed sites.
- "Offshore site naman, kaya walang age rule." Offshore sites have their own minimum ages and terms, and Philippine norms still set 21.
Para sa adults na tumataya
If you're over 21, not a student, not in government service and not self-excluded, you can choose to gamble. Do it with limits: a budget you can afford to lose, time limits, and no borrowing. Choose sites transparent about their licences. If you use Cloudbet, know that it is Curaçao-licensed, not PAGCOR-licensed, so there's no Philippine regulator to help with disputes. Read our PAGCOR vs Curaçao licence guide to understand the difference.
