is 1xbet legal in the philippines - judge gavel

Legal ba ang 1xBet sa Pilipinas? Short answer: no. 1xBet holds a gaming licence from Curaçao, but it has no licence from PAGCOR, and Philippine officials have publicly called it an illegal operator here.

That doesn't stop the ads from showing up on your feed or the APK links from going around group chats. This page lays out what the licence actually covers, what Philippine law and regulators have said about 1xBet specifically, what the risks are for you as a player, and what to do instead if you want to bet.

The quick answer

Ano ba talaga ang 1xBet?

1xBet is a large international sportsbook and online casino. It sponsors teams and events around the world, and its brand shows up on global broadcasts of football, basketball and volleyball. That visibility is one reason many Filipinos assume it must be allowed here. Sponsorship deals signed for a global audience say nothing about whether a brand can legally take bets from people in a particular country.

The licensing picture is straightforward. The operating company, Caecus N.V., is incorporated in Curaçao (company number 163779). Its B2C licence was granted on 7 November 2024 under Curaçao's National Ordinance on Games of Chance, and the regulator's certificate lists approved domains such as 1xbet.com, 1x-bet.com, 1xcasino.com and a series of 1xcasino regional domains. You can check the certificate yourself through the seal link in the footer of the real site.

Notice what is missing from that list: there is no Philippine domain, and the licence is issued by Curaçao, not Manila. A Curaçao licence lets the company operate under Curaçao's rules. It does not override the law of each country where customers sit.

What Philippine law says

Only authorised gambling is legal

Under PAGCOR's charter, PD 1869 as amended by RA 9487, PAGCOR operates and licenses games of chance in the Philippines. Other government bodies, such as PCSO, run specific games. Betting that falls outside that system is illegal gambling under PD 1602, as amended by RA 9287. When the activity happens online, the Cybercrime Prevention Act, RA 10175, can raise the penalty by one degree.

The POGO shutdown made things stricter

Executive Order 74 in November 2024 ordered the end of offshore gaming operations based in the country, and PAGCOR cancelled all of its Internet Gaming Licences effective 15 December 2024. The Anti-POGO Act, RA 12312, followed in 2025. Those measures were aimed at Philippine-based operators serving foreign players, not at 1xBet directly, but they matter for one reason: any site or "agent" claiming 1xBet is covered by a PAGCOR offshore licence is lying, because those licences no longer exist.

Our explainer on whether offshore betting sites are legal in the Philippines covers the wider legal picture, and is online gambling still legal in the Philippines tracks the latest changes.

Bakit sinasabing illegal ang 1xBet dito?

The September 2025 Senate warnings

On 3 September 2025, Sen. Erwin Tulfo met PAGCOR, the Ad Standards Council and the KBP about online gambling ads. He said that while ads from legal operators go through pre-clearance, ads from illegal operators keep spreading. His example: "Whether on radio or on Facebook, you'll hear ads from operators like 1xBet, even though they are illegal." The ad regulators pointed out that they cover broadcast, not Facebook, TikTok or YouTube, which is why the issue moved to a Senate hearing with the platforms.

The FIVB volleyball controversy

At a Senate hearing on 16 September 2025, the senator flagged 1xBet branding he had seen during the Men's Volleyball World Championship hosted in Manila and asked the PNP and NBI to look into it. PNVF president Ramon Suzara replied that 1xBet was a global sponsor of the international federation and only appeared on the global Volleyball World feed, not on the local Cignal or One Sports broadcast. He added that the federation had met PAGCOR, which told them 1xBet is illegal in the country. In his words: "1XBET is illegal here."

So the two sides of that dispute disagreed about who was responsible for the logo, but agreed on the main point: 1xBet is not a legal operator in the Philippines.

PAGCOR can't close it, but others can block it

PAGCOR has said it cannot shut down unlicensed operators itself. Its role is to identify illegal sites and refer them to the NTC for blocking and to the PNP Anti-Cybercrime Group, the NBI and the DICT's Cybercrime Investigation and Coordinating Center for enforcement. PAGCOR has reported referring more than 13,000 illegal gambling sites for blocking since 2022, and it has been building an AI tool with the CICC to detect new ones faster. A brand that is called illegal by the regulator is exactly the kind of brand whose domains get blocked.

Risks for you as a player

Most enforcement so far has targeted operators, agents, advertisers and payment channels rather than individual bettors. That doesn't make using 1xBet safe. The practical risks are bigger than the legal ones for most people:

No local complaint route

If your account is closed, a bonus is voided or a withdrawal is held, PAGCOR can't help, because 1xBet is not its licensee. Your only routes are the operator's support and the Curaçao regulator's complaint process, both of which are far away and move on their own schedule.

Blocked domains and fake mirrors

When a domain gets blocked, people start sharing "working links" in Facebook groups, Telegram channels and comment sections. Some lead to the real site. Many lead to phishing pages that copy the 1xBet design and steal logins, card details or crypto. Since you can't easily tell the difference, every mirror link is a gamble before you even place a bet.

APK files from outside the Play Store

Google told the Senate in September 2025 that the Play Store bans gambling apps in the Philippines. That's why 1xBet "apps" here circulate as APK files. Installing an APK from a random link gives that file access to your phone, and some fake betting APKs carry malware that reads SMS codes or banking notifications. If you've installed one, remove it and change the passwords for your e-wallet and email.

Payment problems

In August 2025 the BSP ordered e-wallets to remove in-app links to online gambling, and PAGCOR later reported online gambling transactions fell by about half. Payments to unlicensed sites often route through third parties, personal accounts or "cash agents". If one of those disappears with your money, there's nothing to escalate.

Agents and account sellers

Local "1xBet agents" who take your cash and load an account for you are the riskiest part of the chain. They're the people police and NBI cases usually target, and they have no obligation to pay you out. Never hand cash to someone who promises to top up a betting account for you.

Who must not bet at all

Regardless of which site you use, Philippine rules bar some people from gambling. Don't bet if you are:

1xBet vs the alternatives

OptionLicenceStatus for players in the Philippines
PAGCOR-licensed local sitesPAGCORThe legal route. Local complaint channel and self-exclusion database.
1xBetCuraçao (Caecus N.V.)Not licensed here; publicly called illegal by officials in 2025. Ads, APKs and agents widely flagged.
CloudbetCuraçaoAlso not PAGCOR-licensed. Crypto-only, sign-up and payments done directly with the operator.

The honest takeaway: if you want betting that is clearly legal in the Philippines, use a PAGCOR-licensed operator. Our PAGCOR online casino list and PAGCOR licence check guide show how to confirm a site is on the list.

If you still choose an offshore book, the safest version of that choice is one where you deal directly with the operator, not through ads, agents or APK files. That's why we point readers to Cloudbet: it has run since 2013, deposits and withdrawals happen in crypto straight from your own wallet, and nothing goes through a middleman. It still carries the same legal caveat as any offshore site, which we explain in is Cloudbet legal in the Philippines.

Paano malalaman kung peke ang isang betting site

Whether it's a 1xBet look-alike or any other brand, these red flags should stop you:

  1. It claims a PAGCOR offshore licence. Those were cancelled in December 2024.
  2. The licence seal isn't clickable, or it opens an image instead of the regulator's own verification page.
  3. The domain isn't on the certificate. A real Curaçao certificate lists approved domains. If the address in your browser isn't there, close the tab.
  4. Deposits go to a personal GCash or bank account. Licensed operators don't ask you to send money to a person.
  5. You're asked to install an APK or give remote access to your phone "for verification".
  6. Support only exists on Telegram or Messenger, with no email or on-site help centre.
  7. Bonuses look too good, such as huge no-wagering bonuses offered through a group chat.

Our page on PAGCOR vs Curaçao licences walks through how to read both kinds of licence.

What about winnings and tax?

Winnings from betting outside the PAGCOR system don't come with any withholding or official record, and they can be hard to explain if a bank or exchange asks where funds came from. Large, frequent transfers from unknown sources can trigger account reviews under anti-money-laundering rules. Keep records of every deposit and withdrawal. For the tax side, see are gambling winnings taxable in the Philippines.

Could 1xBet become legal here?

Only if it applied for and received a PAGCOR licence, and nothing public suggests that is happening. The direction of policy since 2024 has gone the other way: the POGO ban, the BSP order on e-wallet links, TikTok suspending all gambling ads in the Philippines from 22 August 2025, and Senate bills that range from stricter ad rules to an outright ban on online gambling. Expect more blocking, not less.

Taglish recap

Offshore sites, including 1xBet and Cloudbet, are licensed abroad and are not licensed by PAGCOR. Betting outside the PAGCOR system is not authorised under Philippine law. You must be 21 or older, and students, government employees and AFP/PNP members must not gamble. If betting stops being fun, visit our responsible gambling page or call the PAGCOR helpline at (02) 8248-9568.

Bottom line

1xBet is a real company with a real Curaçao licence, but it is not legal in the Philippines in any sense that protects you. It has no PAGCOR licence, officials have named it as illegal, and the way it reaches Filipinos, through unregulated ads, APK files and cash agents, is where most people get burned. Use a PAGCOR-licensed site for legal betting. If you go offshore anyway, choose an operator you can deal with directly, verify the licence yourself and keep your stakes small.

Mga Madalas Itanong (FAQ)

Is 1xBet licensed by PAGCOR?

No. 1xBet's operator, Caecus N.V., is licensed in Curaçao. It has no PAGCOR licence to take bets from people in the Philippines.

Legal ba ang 1xBet sa Pilipinas?

Hindi. Wala itong PAGCOR licence, at noong 2025 tinawag itong illegal ng isang senador at ng PNVF, na nagsabing ito rin ang sinabi ng PAGCOR.

Can I get arrested for using 1xBet?

Enforcement has mostly targeted operators, agents, advertisers and payment channels, not individual players. But betting outside the PAGCOR system is still not authorised, and you have no protection if something goes wrong.

Why do I still see 1xBet ads?

Ad regulators in the Philippines cover radio and TV, not social media. Senators raised this in 2025 and TikTok suspended gambling ads in the country, but ads from unlicensed operators still slip through.

Is the 1xBet APK safe?

Google Play bans gambling apps in the Philippines, so 1xBet apps here spread as APK files. Many links lead to fake apps. Don't install betting APKs from social media or group chats.

Is 1xBet blocked in the Philippines?

PAGCOR refers illegal gambling sites to the NTC for blocking, and thousands of domains have been blocked since 2022. Mirror links shared online are a common phishing trap.

Does 1xBet accept GCash in the Philippines?

The BSP ordered e-wallets to remove gambling links in August 2025. Payments to unlicensed sites often go through agents or personal accounts, which is risky and gives you no recourse.

Is Cloudbet legal if 1xBet isn't?

Cloudbet is also licensed in Curaçao, not by PAGCOR, so the same legal caveat applies. The difference is that you deal with it directly in crypto, without agents or APK files.

Ano ang legal na alternatibo sa 1xBet?

PAGCOR-licensed sites. Tingnan ang PAGCOR list at i-check ang licence bago mag-deposit.

How do I check if a betting site is legit?

Click the licence seal and confirm it opens the regulator's page, check the domain is listed on the certificate, and never send deposits to a personal account.
