Cloudbet o 1xBet, alin ang mas okay para sa Pinoy bettor? Both are big international brands, both are licensed in Curaçao, and neither holds a PAGCOR licence. But they are very different sites, and one of them has been publicly named an illegal operator by Philippine officials.

The short answer

• Licences. Cloudbet is operated by Halcyon Super Holdings B.V. under Curaçao Gaming Authority licence OGL/2024/328/0599. 1xBet's operator, Caecus N.V., holds Curaçao licence OGL/2024/1262/0493. Neither is licensed by PAGCOR.
• Philippine status. In September 2025, a senator named 1xBet as an illegal operator still advertising here, and the volleyball federation president said PAGCOR told him the same. We have not found a similar public statement naming Cloudbet, but as an offshore site it is still outside the Philippine licensing system.
• Payments. Cloudbet is crypto-first, which fits how Filipinos fund offshore sites since GCash and Maya removed gambling links. 1xBet offers many local and card methods depending on country, but its bonus terms are widely reported to exclude crypto deposits.
• Bonuses. Cloudbet's welcome package pays out over 30 days through rakeback and cash drops. 1xBet's sports welcome bonus is widely reported as a 100% first-deposit match with 5x accumulator wagering.
• Apps. Cloudbet says it has no app at all and to report fakes. 1xBet "apps" in the Philippines circulate as APK files outside the Play Store, which carries real malware risk.

Licensing and legal status in the Philippines

Both are licensed in Curaçao, not Manila

Under PAGCOR's charter, PD 1869 as amended by RA 9487, PAGCOR licenses and regulates games of chance in the Philippines. A licence from Curaçao lets a company operate under Curaçao's rules, but it doesn't make the site part of the Philippine system. That's true for both brands. PAGCOR cancelled all offshore Internet Gaming Licences effective 15 December 2024 after the POGO ban, so anyone claiming either site is "PAGCOR-accredited" is not telling the truth.

Cloudbet's certificate on the Curaçao Gaming Authority register lists cloudbet.com under Halcyon Super Holdings B.V., Curaçao company number 148526, licence OGL/2024/328/0599. 1xBet's operator, Caecus N.V. (company number 163779), holds licence OGL/2024/1262/0493, granted in November 2024, with approved domains such as 1xbet.com. Where they differ: public statements

This is the biggest practical difference. On 3 September 2025, the chair of the Senate games and amusement committee said that ads from operators "like 1xBet" kept running on radio and Facebook "even though they are illegal". We haven't found a similar named statement about Cloudbet. That doesn't make Cloudbet legal here, it simply means it hasn't been singled out the same way. A brand that officials name publicly is more likely to see its domains blocked and its payment channels targeted, which affects you as a user. Welcome bonuses compared

Cloudbet's 30-day Welcome Package

Cloudbet doesn't use a classic "deposit ₱1,000, get ₱1,000" match. According to its terms, new users who registered on or after 2 January 2025 without another sign-up offer activate the Welcome Package with a first deposit of any amount. The 30-day period starts with your first bet after that deposit. Over those 30 days you can earn up to US$2,500 through:

• Casino rakeback of 10% of the house edge on your casino bets (sports bets don't earn rakeback);
• Daily casino cash drops; and
• Weekly sports cash drops.

The upside is that you're rewarded for normal play instead of being locked into a big bonus balance. The downside is that most of the value comes from casino play, so pure sports bettors get less out of it.

1xBet's first-deposit bonus

1xBet's offer differs by country and changes often, so check its own promotions page for your account. The version most often reported by review sites is a 100% match on your first deposit, which must be wagered 5x on accumulator bets with at least three selections, where at least three legs have odds of 1.40 or higher, within 30 days. Several review sites also report that crypto deposits don't qualify for any 1xBet bonus.

1xBet's own general rules (section 6.3 of its terms) add some important conditions: you must fill in every personal data field and tick the "take part in bonus offers" box, only one bonus is allowed per person, family, address, shared device or IP, and failing to provide ID when asked means losing bonuses and winnings.

Which bonus is better?

For a Filipino player depositing in crypto, Cloudbet's package is the more usable one, because 1xBet's bonus reportedly doesn't apply to crypto deposits at all. For a sports bettor who likes accumulators and deposits with a local method where 1xBet supports it, the 1xBet match can look bigger on paper, but 5x accumulator wagering is hard to clear and accas are where bookmakers make the most margin. Deposits from the Philippines

Since August 2025, the BSP has ordered e-wallets to remove in-app links to online gambling, so neither site can take a direct GCash or Maya payment through a gambling link inside the app. That changes the comparison.

Cloudbet: built for crypto

Cloudbet's wallet supports a long list of coins, including BTC, ETH, USDT on several networks (Ethereum, BNB Smart Chain, Tron, Solana, Polygon, TON and others), USDC, SOL, LTC, DOGE and XRP. A typical Filipino flow looks like this:

1. Buy USDT in GCash GCrypto, Maya or a local exchange such as Coins.ph or PDAX.
2. Copy your Cloudbet deposit address for the same coin and network.
3. Send from your wallet and wait for the network confirmations.

1xBet: many methods, but watch the details

1xBet is known for offering a very long list of local payment options in many countries, plus crypto. Which ones show up for a Philippine account changes over time, and after the BSP order, any "GCash cash-in" offered by an agent in a chat group is a red flag rather than a feature. If you deposit crypto at 1xBet, expect not to get its bonus, based on what review sites report about its terms.

Withdrawals and verification

Cloudbet

Cloudbet's help centre is unusually specific here. Unverified and Level 1 accounts have a daily withdrawal limit of US$2,200; Level 2 verification (ID, proof of address and a face check) removes the daily limit, although large withdrawals can get extra review. Before withdrawing, unverified accounts must wager 100% of their deposits, and verified accounts 25%, with only settled bets counting. 1xBet

1xBet's general rules say it can ask for ID at any time, including a photo of you holding your ID or verification by phone, and that failing to provide documents leads to losing bonuses and winnings. That is a normal clause, but it means you should expect KYC at the moment you try to cash out, especially after a big win. Because 1xBet is not a PAGCOR licensee and has been called illegal here, if a withdrawal is held there's no Philippine regulator to complain to. The only route is the operator's support and the Curaçao regulator's complaint process.

The same is true for Cloudbet: PAGCOR can't help with either. The difference is that Cloudbet publishes its limits and playthrough rules clearly, so you know what to expect before you deposit.

Mobile: no app vs APK files

1xBet heavily promotes its apps worldwide. In the Philippines, Google told the Senate in September 2025 that the Play Store bans gambling apps here, so 1xBet apps circulate as APK files shared through links. Installing an APK from a random link gives it access to your phone, and fake betting APKs have been used to steal SMS codes and e-wallet logins. If you've installed one from an unknown source, remove it and change your e-wallet and email passwords.

Sportsbook and casino

Both are full sportsbooks with live betting and a large casino.

• Cloudbet is described by third-party reviews as having high betting limits on major markets, and covers basketball including the NBA, esports such as Dota 2, Counter-Strike and League of Legends, and has a casino with Evolution live tables, slots and in-house provably fair games like Dice. Parlays go up to 15 selections.
• 1xBet is famous for the sheer number of markets and events it lists, including smaller leagues and novelty markets, plus a huge casino.

If market depth on obscure events is your main need, 1xBet lists more. If you mostly bet on the PBA, NBA, UAAP, boxing and esports and want clear rules and a crypto wallet, Cloudbet covers what most Filipino bettors use. Compare odds on the same market before you bet, wherever you play.

Safety and scam risk

For Filipino players, the scam risk around 1xBet is higher than around Cloudbet, mostly because of how the brand spreads here. When domains get blocked, "working links" and "official agents" multiply in Facebook groups and Telegram channels. Many are phishing copies. Cloudbet has fewer local agents and no app, so there's less to fake, but phishing pages still exist for every big brand.

Rules that protect you on either site:

• Type the address yourself or use a bookmark. Don't trust links from chats or comments.
• Never pay an "agent" to deposit for you.
• Turn on two-factor authentication.
• Verify your account early so a withdrawal isn't stuck later.
• Keep only what you're betting with on the site, not your savings.

Moving from 1xBet to Cloudbet

If you already have a 1xBet account and want to switch, do it in this order so you don't lose money along the way:

1. Finish or cancel any active 1xBet bonus first. Withdrawing while a bonus is active can void the bonus and its winnings under 1xBet's rules.
2. Withdraw your 1xBet balance to a wallet or exchange account in your own name, and keep screenshots of the request and any support chats.
3. Open a Cloudbet account with a fresh, strong password and turn on two-factor authentication. Don't reuse your 1xBet password.
4. Start small. Send a small test deposit on the right coin and network before you move a larger amount.
5. Verify early if you expect to withdraw more than US$2,200 in a day, so you're not waiting on documents after a win.

Verdict: Cloudbet or 1xBet?

Pare, neither site is licensed in the Philippines, so neither gives you local legal protection. Within that reality:

• Choose Cloudbet if you deposit in crypto, want clear published rules on limits and withdrawals, prefer a bonus that rewards normal play, and don't want to install an unofficial app.
• 1xBet may appeal if you want the widest list of markets, but it has been publicly named illegal by Philippine officials, its apps come as APKs here, and its bonus reportedly excludes crypto deposits.
